Preface:

In 2004, the plan - 'Peace with Dignity' was authored as an Iraq exit strategy. Its intent, to offer peace with dignity to the Iraqi people, and to the collation forces. It is based on the concept of having 3 sovereign nations in Iraq. It is only a straw man, but comes from the common sense that like the Kurds, any culture wants its own Sovereignty; and therefore their dignity within their own autonomy. I believe this is a common ground for anyone.

Recently there are similar plans ' called zoning' or Partitioning. There are rationales to dismiss such plans such as:

1- The Turks would not tolerate a Kurdish Nation.

2- Shiites and Sunnis could not have borders in that one can have relatives who could be the other

3- The Resources such as Oil are not evenly divided.

The 2004 straw man indirectly addresses these concerns. In having sovereign nations, each is protected by and represented in the UN as well as OPEC; Just like in any country you can have relatives that live in another; and that resources of course have to be divided fairly.

What style of government each would in being sovereign is up to that particular nation. If the style is not conducive to engaging in the world, obviously, that particular nation cannot not benefit as well as the others. Simply you have to get along with others if you are to have a future.

The other question arrives as to why the Iraqi people did not vote for this in the first place where 12 million had voted ? On the surface this seems legitimate, but then the question is ' if this option was actually put on the table in the first place; and secondly, how many people did not vote; and thirdly , in given the lack of choice, did the ones who did vote, do so in at least finally getting some choice, if not the one that they could strive for ?

There could also be a dozen other reasons as to dismiss such thinking, where presented with challenges to embrace it; and straw mans likewise have to be refined before they can take on gravity.

But then we can think of some of the wisdom from the 'Art of War' i.e- the single enemy's cart is worth 10 of one's own". The wisdom that can be gleamed is that it is easier to make friends than to deplete one's resources in maintaining a front line.

Strategically, we have to have economic solutions for world peace, but which have to first be built on mutual respect. This can only come from respecting others as we do ourselves.

Peace with Dignity - 2004

Presumably the Invasion into Iraq was in the name of Liberating the Iraq People. Elections in Iraq are intended to occur in January 2004. The purpose of the Elections is to established a formal Democratic Nation called Iraq.

The Acting Government was appointed by the United States. This Acting Government now directs the military action of the United States Armed forces in Iraq.  Currently the state of Iraq is the equivalent of a Civil War, where Elections by some seem doubtful to occur, or even if they do can really stabilize the nation.

The Bush Administration has treated the situation in Iraq, where over 20,000 service people have been wounded , or in effect Maimed for life, and over 1100 other young American Solders killed as progress.  Consistent with Senator Biden's predictions on the Senate Floor prior to the Invasion, the American Armed forces are caught in Urban War Fare which the State Department, and Defense Department in their 'Bump and Run' strategy assumed would not occur.

The Bush Administration also views that a control burn in a Forest can clear out the undergrowth, and in essence has treated Iraq in the same manner, but instead has created a Forest Fire. Meantime, in No bid, no outsiders allowed, the US is Pumping the Oil out of Iraq.

The Muslim World in the meantime has a growing view that in fact, the USA is made up of only infidels that are raping and pillaging Iraq, and that we are Occupiers. This provides a growing opportunity for the American Armed Forces lives to become Squandered further in Iraq.

In Vietnam, the NVA were willing to lose 5 for every American solder killed. They viewed it was their land, and worth fighting for. The Kill Ratio is basically the same in Iraq.

Meanwhile, there is no stated Exit Strategy for the United States, as much as there are no stated plans for Iraq's place in the World tomorrow; and all along The people of Iraq have had no say in any of the events that they have been subjected to.

If the Intentions were to say Honorable, regardless of the 'Shock and Awe' preemptive invasion, with the notion of liberating the Iraq people, would the intentions be demonstrated in giving Iraq truly to the Iraqi People.

The Iraqi people, are actually 3 separate nations of peoples known as the Kurds, Shiites, and Sunni's; where under Saddam Hussein, two of the three suffered the most.

To give Iraq back to its people, the most sincere way would be to put as a referendum, the option for the Iraq People to divide Iraq equally into 3 Separate nations.


Sovereign Nations of Iraq

This can be accomplished in a viable way that provides each separate nation their own Solvency. This is summarized as follows:

1- Sovereign Nations of Iraq - Split the land for three separate nations

By dividing the land, each of the peoples in Iraq have their sense of Sovereignty, and therefore the since of their own dignity. This is no matter which of the 3. In having a country with their own borders, no matter how they manage their government, democratic or otherwise, it should be considered their own government, regime, or how ever they choose to manage it.  If they are fool hardy, and not viewing their relationship to the World over all, then they have isolated themselves. As Water eventually seeks its own level, their particular means of governing themselves, if to survive and grow will evolve at their own pace.

In terms of the United States of America, for future reference, that can only thank the United States  for giving them their own space, and are less likely to view the USA with as much animosity that they currently have.

Most importantly, no Muslim Nation can Fault the USA for doing this, and those that were going to join a cause to 'Fight the Infidels' would have second thoughts behind the desire for doing so, while the "Jihad' in the current insurgents would be in question for which purpose it really served them personally.

Terrorism as we know it know, and its intensity as a fire world wide could become eventually extinguished with out the ongoing loss of life of American Armed Forces.

2- Offer each of the Sovereign Nations of Iraq a way to the UN - with Nonaggression rules:

The path to the United Nations provides the next level of recognition and national Pride and Sovereignty for any country.  It enables a country to realize the benefit in joining the community of nations, while obtaining peer recognition. Other benefits include assistance in the protection of their sovereignty, a vehicle and means to work with other nations both economical, and in trade.  With the primary commodity being Oil that each of the Sovereign nations can bring to the dealing table at the United Nations, enables foreign Aid from many countries that would be willing to work with the new Sovereign Nations of Iraq.

Each Sovereign Nation by abiding the United Nations Rules for Sovereignty, can fully expect that their own Sovereignty and borders are protected from the other two nations of Iraq through UN assistance.

For any of the 3 Nations that would express aggression towards another, would, I believe fall out of favor with the UN and the other Muslim Nations, where they would end up more than likely compromising their own Sovereignty.

The United States Armed Forces at this point are no longer occupiers, nor should be considered for use by others, where this enables our solders to return home once again.

3- Allow each to join OPEC - with nonaggression rules

The opportunity to join OPEC as a Muslim Nation has its given benefits, where each of the Sovereign Nations of Iraq can respectably join the Oil Union of the Middle East. They would have the protection of OPEC price regulation, where the opportunity would be Oil for Money, as opposed to Oil for food. In turn , they could be come low credit risks to the foreign Aid provided in Step 2 Above.

Employment of otherwise previously impoverished and disenfranchised peoples that represent the 3 nations can become readily available thereby improving their standards of living.

Most commonly thought is that Terrorism comes from being disenfranchised. When having the opportunity as a citizen of one of the 3 Nations, to have Food on the table, in one's own house, with the ability to have one' own car or vehicle, enables a standard of living where one can offer a tomorrow for their children instead of just a grave.

4- Provide Banking infrastructure in both Saudi Arabia and Israel for the 3 nations

What is weak in the Middle East is the opportunity of competitive Banking Systems, where there is a given impetus for the Sovereign Nations of Iraq , as well as other surrounding nations of the area to actively subsidize their involvement in the World Economy through Debt/Equity.

By offering the opportunity of having developing and competitive banking centers in the Middle East, enables Banking more momentum over all in the World Economy of Emerging Markets.

5- Provide irrigation services to instill both agricultural and oil Economies

Noted in the Middle East Plan, Agriculture can be part of the Economies of the Sovereign Nations of Iraq, where each can develop their own Agriculture bases for the need of feeding their own nations.  Irrigation can be accomplished in the same manner as described in the Middle East Plan.
    U.S. Defence Intelligence Agency (DIA) documents: "Iraq depends on importing specialized equipment and some chemicals to purify its water supply, most of which is heavily mineralized and frequently brackish to saline. With no domestic sources of both water treatment replacement parts and some essential chemicals, Iraq will continue attempts to circumvent United Nations Sanctions to import these vital commodities. Failing to secure supplies will result in a shortage of pure drinking water for much of the population. This could lead to increased incidences, if not epidemics, of disease."


6- Have the UN provide security against any one , or two nations against the other, and foreign nations

United Nations represents Sovereignty, and  can't be stated in a simpler manner.
